Condolence: Dave had this quality that I admired of always being open to take the time needed to listen to anyone he encountered and he did it with genuine sincerity. When you entered his office you always left better off then when you entered. He had a great way of giving praise and on occasions when he had to deliver a difficult message, he did it with empathy and understanding, a trait of an excellent leader. I am shocked and saddened by the loss of Dave. I will miss his advice and friendship at CMHC. Dave loved his family and generously shared stories of his home life with colleagues. My deepest condolences to the family during this difficult time.

Condolence: There’re no words that can express the sadness on hearing of the premature and unfair disappearance of that who was a colleague and a friend. Dave was a remarkable man and everyone at CMHC is better for having known him. For those of us that had the privilege of calling him friend, we were humbled by his kindness and compassion to everyone around him. There was never a more encouraging, supportive colleague than Dave. Every new person was welcomed and made to feel a part of the team. I remember my first days at CMHC and how he invited me to sit with him on a late shift as he told funny stories. Know that my thoughts and prayers are with his family and friends during this difficult time.

Condolence From: Susan Fowler
Condolence: To Silvana, Lucas, Olivia and the Picard Family My deepest sympathy to all of you at this unimaginably difficult time; Dave’s sudden and unexpected passing is such a terrible shock. I hope you gain a small measure of comfort in knowing what an indelible mark Dave leaves behind and how much he was loved. I worked with Dave for many years, and watched as he moved up through the ranks from Underwriter to Senior Underwriter and then to Manager. During that time, he worked to continually improve his wide array of skills, including becoming bilingual, and enhancing his public speaking and presentation skills. But this is only a fraction of what Dave brought to the workplace. He brought warmth and caring, he was well loved and greatly respected. I enjoyed his sense of humor and laughter, admired his dedication and personal drive and his deep devotion and love for his family. I considered him both a colleague and a friend and he will be deeply missed.

I feel honoured and privileged to have worked with Dave for so many years and his memory will live with me forever. He never stopped talking about his pride and joys, Lucas and Olivia. Condolence: My deepest sympathy to Dave's family, and loved ones for the sudden demise of a very special person who has impacted so many lives. I have known Dave at CMHC more specifically during our Toastmasters sessions. Dave is such an eloquent speaker and his leadership in the toastmasters club has inspired many members, myself included. Dave spoke mostly about his beautiful family in his speeches and one can say that he is such a very loving husband and a wonderful father. Dave will surely be missed during the toastmasters session. Dave may not be with us in person but he will be there in spirit. Here's a Toast to your everlasting life Dave. May you rest in peace in God's promised kingdom!

Condolence From: Irina Teperman
Condolence: We cannot answer the question why death chooses the best people to die young. It is not fair and it makes me angry. I worked with David for the last 15 years and almost for two years I reported to him as a Manager. We built up a great rapport and I was very happy to be on his team. He was the best Manager I ever had and the best human being I ever met. David was a very special person- intelligent, very kind and caring, sensitive, genuine and fair. He took people’s problems as his own and always found warm words to give his support. His sense of humor, laugh and zest for life were astonishing. He saw people beyond ranks, religion, and colour of skin. He treated everyone with respect, dignity and trust. He worked very hard building his career, sharing his knowledge and leading people by his best example. He was a man of integrity, who constantly improved himself by reading, learning French and always ready for a new challenge. He was a good listener who patiently led people to their own success, he possessed all the great qualities of a natural Leader. He loved his family very much and his children- Olivia and Lucas and he was so proud of them. He shared stories about Olivia’s dance classes and Luca’s hockey playing. I am sure they will continue his legacy and they will grow up the way as David wanted them to grow up. He enriched many people lives who knew him and left an amazing footprint in our hearts. His sudden death has made me devastated. I am crying with his parents who brought up an amazing person. Silvana, Olivia and Lucas, sorry for your huge loss of the wonderful, special person David Picard. Sincerely, Irina Teperman

Condolence: Dear Silvana, Lucas, Olivia and Picard Family…I’ve worked with Dave for many years and I can’t say enough how much he meant to everyone at work. He was a friend to everyone. A thoughtful caring and selfless individual, always thinking of the others. I personally learned a lot from him. But of course his family was his whole world. Always telling stories about this kids, family events and vacations. His passing is a big loss and he’ll be missed by everyone. My deepest sympathies. Frank

Condolence: To the many who loved Dave, I don't know how to begin to tell you how sorry I am for your immense loss. I worked with Dave at CMHC for many years and always knew him to be jovial, well respected, honest and fair (and a die hard Rush fan, always playing his Q107 in his office). More recently I had the pleasure to work more closely with Dave on a joint project which allowed me to get to know him even better. What I came to better understand was how much of a proud and dedicated family man he was. He shared with me stories of your recent family trip out west with such happiness. He was so incredibly proud of his children. I can not begin to understand the depths of your pain right now but pray that these and all the other wonderful memories will bring you comfort and strength. You will all be in my thoughts and in my heart over the days and weeks to come.

Condolence From: Kris Leaman
Condolence: Dear Silvana, Luca, Olivia and family. My thoughts and prayers go out to all of you during this most difficult time. I got to know Dave well through CMHC and especially during our encounters at management meetings in Ottawa. It was not only his warmth and his distinguished laugh that I remember, but how his family was always top of mind. Consistently after first full day of meetings, whether they be in Ottawa, Montreal or elsewhere, David always had as his priority to seek out something special to bring home to the kids - a ritual I found myself adopting too. He will be missed dearly but memories like these held close. Best regards, Kris.

Condolence From: Mary Stergiadis-Sclentzas
Condolence: My very deepest sympathies to the family and friends of David. David was a colleague and he was loved and respected at work. He had such a warm and witty way about him; he was always fun to be around. He always shared stories about his kids and proudly displayed their artwork in his office. I had the privilege of working with Dave on Toastmasters and watched him compete at the divisional Table Topics contest. His topic involved his daughter and how she adored playing barbies with her dad. His love for his family was so evident. What I will miss most about Dave is his ability to bring laughter to others and his very unique character. My thoughts and prayers are with your family and all his friends who are impacted this tremendous loss. May his memory be eternal.
